In the hypothetical future where special treatment is provided for people who have that "dark spot," I can still see things going wrong. Some "dark-spotted" person would eventually realize what sort of person everybody thinks he or she would become, and would become rebellious and unpredictable because they have no desire to have their destiny controlled…ironically becoming a different kind of criminal.

Murder is not at all evil. This whole world is full of killing. Killing for any reason other than survival is wrong and unnatural. There are many times murder is the right thing to do.
Crime means you are on the wrong side of the law. Many times the law is wrong and unjust. So it is just to break unjust laws. Hence, crime isn't always bad. You guys are very narrow on this show.
Just because you're not afraid of violence or some kind of bleeding heart libtard, does not mean you will be a criminal or enjoy violence, nor does being those things mean you will not. It's interesting that one of the videos in the side bar is "How To Spot Pseudoscience" because this sounds very much like it to me.

To anyone who hasn't seen Psycho-Pass I highly recommend it. It tackles some of the issues that would arise in such a world (one where your mental health dictates your role and place in society).
I don't want to spoil anything so suffice it to say this is not the exact mechanism by which the mental health was assessed in Psycho-Pass. It could potentially be a real world way to, however.
