Maybe a double earthquake? All you need to do is break the geological lock and then it's possible to create a double earthquake and flood the entire silicon valley. Christopher Walken tried to do it.

that was fiction. You watched too many View to a Kill plate tectonics don't work that way the Pacific Plate is going north to Seattle it is a Transform Plate not a Convergent or Divergent. Hollywood does not know about plate tectonics the Earth will not open up and send a cascade of water in to Silicon Valley nor would a Tsunami happen San Francisco is landlocked and on a Transform Plate Tsunamis only happen on Convergent and Divergent Plates.

People jump from the Golden Gate Bridge about once every 10 days. When they do they reach speeds of about 75-80 mph and its like hitting concrete going that fast and from that height (roughly 150-200 feet.) Only 2% of the jumpers have survived but would have been probably paralysed and in so much pain.
