The European Union is preparing to impose sanctions on six Russian individuals and one organisation over the poisoning of Russian opposition leader Alexey Navalny, according to unconfirmed reports.
The asset freezes and travel bans are believed to target people in the defence ministry and the spy agency.
Russia is threatening to retaliate.
Navalny is recovering in Berlin after being poisoned in Siberia in August.
Moscow has denied responsibility.
