The mayor of Greater Manchester says he is still willing to do a deal, but says it can’t be on the terms that the government has offered.
Andy Burnham says “we could only accept further restrictions with full financial support” and he put forward a costed package of measures to support people on the lowest incomes and those self-employed.
The region will now receive £22 million to aid businesses and local support.
